BALTHROP-John (Chief)
JOHN BALTHROP IS NEW CHIEF John Balthrop who for the past 13 years has been member of the police department, and for the last 6 1/2 years lieutenant, was elevated Thursday Night to the post of chief in the biennial election of the City Council.
